BRIER CIVIL SERVICE COMMISSION MINUTES

October 10, 2007

Commission Chairman  Szalda called the meeting to order at 1:33:39 PM.

 

ROLL CALL: Present: Commissioners Szalda, Nixdorf and Zenk.

 

APPROVAL OF MINUTES

 

Commissioner Nixdorf moved and Commissioner Zenk seconded to approve the minutes of April 4, 2007 and May 9, 2007.  Motion carried.

 

OLD BUSINESS:

 

A.                  DISCUSS STATUS OF NEW CIVIL SERVICE RULES FOR NON-UNIFORMED EMPLOYEES.

 

Commissioner Szalda opened for discussion the status of the new Non-Uniformed Civil Service Rules. Commissioner Szalda stated he recollects that after discussion with counsel it was determined these rules were not required. Commissioner Zenk and Commissioner Nixdorf agreed. It was decided the Civil Service Commission will abide by the labor contract and hear appeals under the Civil Service Rules for Police Department.

 

NEW BUSINESS

           

A.                 PERSONNEL UPDATE

 

Secretary Halverson reported Officer Batiot was involved in a car accident while on duty which caused injury to her back. She is currently off duty until cleared by her physician.

 

Secretary Halverson reported Officer MacKenzie is in the background process with Des Moines Police Department and may be leaving soon.

 

B.                 CANDIDATES REMOVED FROM ELIGIBILITY LIST

 

Secretary Halverson dispersed the list of candidates which have been recently removed from the eligibility lists.

 

C.                 PUBLIC SAFETY TESTING UPDATE

 

Secretary Halverson reported she recently attended a Public Safety Testing meeting and provided the following synopsis:

 

1. Lionel vs American Airlines – agencies must now fully complete the regular background process prior to offering a Conditional Offer of Employment. The agency can then complete medical requirements such as the psychological and LEOFF physical. Agencies differ regarding whether or not the polygraph is considered medical.

2. Public Safety Testing is now offering personality tests (SAR) at a cost of $125.00. These tests are not considered as medical.

3. Public Safety Testing is now requesting applicants complete Personal History Questionnaires at the time of application in hope this will relieve the applicant from completing a questionnaire for each department applied to. Police departments may currently request the questionnaire at no cost.

   

MISCELLANEOUS BUSINESS:

 

        A.       Next meeting January 9, 2008 at 1:30 PM.  

 

ADJOURNMENT: Commissioner Zenk moved and Commissioner Nixdorf seconded to adjourn the meeting. Commissioner Szalda declared the meeting adjourned at 1:51:28 PM.
