BRIER PLANNING COMMISSION MINUTES
July 16, 2025

Chair Parsons called the Brier Planning Commission meeting to
order at 7:00 PM.

CALL:
Present: Commissioners
Campbell, Ficker, Hanson, Parsons, Schneider and Krueger.
Absent: Commissioner DeMorett.
Staff: City Planner Michaelis, Deputy Clerk Treasurer Snowden.
APPROVAL
OF MINUTES:
Chair
Parsons opened for consideration approval of the June
18, 2025 Planning Commission minutes. Action:
Approve the June 18, 2025 Planning Commission minutes.
Moved by Commissioner Schneider, Seconded by Commission Campbell, Motion
Carried.
STAFF UPDATES:
City
Planner Michaelis stated that the work on the Amphitheatre has started.
PUBLIC REQUESTS &
ORAL COMMUNICATIONS: None.
PUBLIC HEARING:
Chair Parsons opened the public hearing at 7:05PM,
for the Chantiam Conditional Use Permit - Secondary
Dwelling Unit and New Septic System City File No. CU24-03, located at 22016
Vine Rd. Presentation by City Planner Michaelis of the project, he also
addressed the concerns raised by some neighbors. Emmett McLaulin, a
representative for the owners, wanted to reiterate that the owners want to
preserve the essence of the property. Chair Parsons asked if anyone in the
audience had any questions or concerns.
Leona
Starks, Brier, stated that her concern is the number of trees that will be
removed in this process, but her primary concern is the water run-off from the secondary
dwelling unit regarding the impervious services, the increase of water from the
splash pad into the vegetative flow path making the flooding worse on their
property in the spring and after heavy rains.
Gary
Starks, Brier, reiterated the concern as stated by Leona Starks regarding the
water drainage.
Chair
Parsons asked Mr. McLaulin to address the water
drainage concern and that it will be appropriately taken care of. Mr. McLaulin
confirmed that the owners will be keeping the majority of
the large trees and the vegetation that is currently on the property which will
help in mitigating the run off of water along with the
splash pad. Mrs. Starks asked why the water is being directed
a certain direction according to the map. Chair Parsons stated that the
topography of the property will dictate the direction of the water
but the map doesn't show that much detail. Planner Michaelis reviewed the drainage
details for this project.
Dave
Johnson, Brier, would like to have a walk way
installed along Vine Road in this process for safety reasons.
Chair
Parsons closed the public hearing at 7:33 PM.
Commissioner
Krueger had some corrections regarding dates used in the staff report, City
Planner Michaelis will correct the document before being presented to Council.
Motion: Recommendation to approve
the secondary dwelling unit pursuant to the staff report with the two
additional conditions as referenced by City Planner Michaelis to incorporate
the code as it existed when the application was submitted pertaining to SDU's. Moved by Commissioner Campbell, Seconded by Commissioner Schneider. Motion
Carried.
Motion: Recommendation to
approve the new septic system as stated in CU24-03. Moved by Commissioner Schneider, Seconded by Krueger. Motion Carried.
STUDY ITEMS:
City
Planner Michaelis is working on a code amendment for assisted living
facilities.
MISCELLANEOUS BUSINESS:
Commissioner
Parsons resigned his position as Chair as of July 31st to move to
the vacant City Council position. He opened for consideration appointments for
Planning Commission Chair and Chair Pro-Tem.
Commissioner
Ficker nominated Commissioner Campbell to take the Planning Commission Chair
position. Seconded by Commissioner Schneider. Motion Carried.
Commissioner
Campbell nominated Commissioner Schneider for
Planning Commission Pro-Tem. Seconded by
Commissioner Ficker. Motion Carried.
ADJOURNMENT:
Chair Parsons declared the meeting adjourned at 7:44 PM.
