BRIER CITY COUNCIL MINUTES

November 25, 2025

Mayor Pro-Tem Gallagher called the regular Brier City Council Meeting to order at 7:00 PM and flag salute was given.

 

Roll Call:

Present: Councilmembers Allen, Gallagher, Krienke, Lockhart, Marley, Othman and Parsons

Absent: Mayor Kaemingk

Staff: Clerk-Treasurer Swisher, Deputy Clerk Treasurer Snowden and Police Chief Hawley

 

Public Requests & Oral Communications:

None

 

Reports of Committees & City Officials:

Councilmember Parsons shared that a tree that was of concern in Brierwood Park as reported by Steve Dekoekkoek and the Public Works Department took care of the falling tree.

Councilmember Gallagher is sitting in for Mayor Kaemingk and reviewed claims.

Councilmember Allen shared that according to the quarterly revenue forecast for Washington State, the state is not in a recession while most indicators are saying that the state is in a recession, and we are 1 of 22 states while unemployment is steady.

Councilmember Othman met with Police Chief Hawley regarding the staffing levels in the Police Department.

Officer Loveless introduced himself and gave a brief history on his background.

 

Approval of Minutes:

Mayor Pro-Tem Gallagher opened for consideration approval of the Brier City Council Minutes of November18, 2025. Motion: Approve the Brier City Council Minutes of November 18, 2025. Moved by Councilmember Marley, Seconded by Councilmember Lockhart. Motion Carried.

 

Mayor Pro-Tem Gallagher opened for consideration approval of the Brier City Council Workshop Minutes of November 18, 2025. Motion: Approve the Brier City Council Workshop Minutes of November 18, 2025. Moved by Councilmember Marley, Seconded by Councilmember Lockhart. Motion Carried.

 

Consent Agenda:

Mayor Pro-Tem Gallagher opened for consideration of the Pace Engineers scope of work & fees for the Brier Park restroom project and he stated it would be postponed to a later date to be determined.


New Business:

Mayor Pro-Tem Gallagher opened for consideration approval to confirm the Mayor's re-appointment of Chris Campbell to Planning Commission seat No. 4 with a term set to expire January 31, 2028. Motion: Approve the Mayor's re-appointment of Chris Campbell to Planning Commission seat No. 4 with a term set to expire January 31, 2028. Moved by Councilmember Parsons, Seconded by Councilmember Othman. Motion Carried.

 

Mayor Pro-Tem Gallagher opened for consideration approval to confirm the Mayor's re-appointment of Tom Hanson to Planning Commission seat No. 5 with a term set to expire January 31, 2028. Motion: Approve the Mayor's re-appointment of Tom Hanson to Planning Commission seat No. 5 with a term set to expire January 31, 2028. Moved by Councilmember Parsons, Seconded by Councilmember Othman. Motion Carried.

 

Mayor Pro-Tem Gallagher opened for consideration approval of the appointment of a Councilmember Gallagher to the Community Transit Board. Motion: Approve of the appointment of Councilmember Gallagher to the Community Transit Board. Moved by Councilmember Marley, Seconded by Councilmember Allen. Motion Carried.

 

Miscellaneous Business by Call of Councilmembers & City Officials:

Police Chief Hawley gave a brief update on Police Department along with staffing levels.


Clerk-Treasurer Swisher distributed the master services agreement for land line phone service from Granite Communications to replace the existing contract through Washington Technology Services that ends December 31, 2025. Council discussion. Moton: Approve the master services agreement for land line phone services from Granite Communications for one year, ending December 31, 2026. Moved by Councilmember Allen, Seconded by Councilmember Parsons. Motion Carried.


Auditing of Accounts:

Mayor Pro-Tem Gallagher opened for consideration approval of the November 2025 Claim Checks and Electronic Payments.

 

Motion: Approve the November 2025 Claim Check Number 47160, Claims Check Numbers 47162 through 47189, totaling $172,388.02. Moved by Councilmember Gallagher, Seconded by Councilmember Marley. Motion Carried.

 

Motion: Approve the November 2025 Claims Electronic Payments totaling $3,668.24. Moved by Councilmember Gallagher, Seconded by Councilmember Parsons. Motion Carried.
